Inconsistency of message given to user after importing a lower or equal version of framework

Problem statement
When importing a framework that has a version number less than or equal to the current version of the framework in CISO Assistant, the message "The library has been successfully loaded" is displayed but no changes have been applied to the framework.

To Reproduce

1. Import a modified version of an existing framework, using the same or a lower version number than the current framework version.
2. The following message should appear: "The library has been loaded successfully".

Expected behavior
It should return an error message to the user, such as "The framework version number must be higher than the current version number".
