Allow to import teams definitions in the framework import and allow to add a comma separated list in the reference control

Problem statement
Also teams could be imported as a standard framework set (typically they could be almost the same in many context).
The advantege here is not only on the team import but the capability to add the ID list of the teams in the reference controls.
This way we could have the applied control inherit this setting automatically.
Lot less work when doing the work on a big company.

Expected behavior

1. add shhet dedicated to teams
2. use ID of teams on reference control sheet
3. inherit teams on applied control
