Send e-mail on comment

[ReViCo-be]

Problem statement
I would like an e-mail to be send to either:

• The object owner/responsible (f.ex. the owner of a risk scenario), and;
• Users tagged in a comment, either in the comment or as an extra field where you select "informed" users;

Expected behavior

1. Place a comment
2. Select informed users (by default the owner always an e-mail)
3. Post the comment
4. An e-mail is send to the owner and the tagged users to inform there has been a new comment. (if possible with the comment included)

Additional context
Not all users might want to use this feature or parts of it, a global and/or user preference might be required.
