Billing information flagged as ineligible due to government restrictions — how do I appeal?

When I open Settings → Billing and plans → Payment information on my personal account, I get this notice:

"Sorry, you can't update your billing information at this time. We are sorry, but after reviewing we have determined that the billing information supplied is ineligible for transactions with GitHub due to government restrictions."

Context:

• Account type: personal account on the Free plan.
• Country of residence: [your country].
• I am not located in, and do not ordinarily reside in, a sanctioned region. [Remove this line if it does not apply.]
• What I was trying to do: [add a payment method / upgrade to GitHub Pro / buy extra Actions minutes].
• When it started: [date, or "the first time I opened the page"].

What I would like to know:

1. Which part of the billing information triggered the restriction (country, address, or payment method)? The notice does not say.
2. What is the correct way to appeal, and which documents are accepted as proof of residence?
3. While the restriction is in place, do the free features (private repositories and the included GitHub Actions minutes) keep working as usual?

I have read the "GitHub and Trade Controls" page linked from the notice. I am happy to provide proof of residence through the official channel.
