decode(String, String, boolean)so callers can reject malformed or unmappable byte sequences withDecoderException. The existing overload remains lenient. Tests cover malformed and valid UTF-8, ISO-8859-1, null input, and unsupported charsets. The defaultmvngoal passed: 19,857 tests, 0 failures/errors, 3 skipped.
