Adds SOC-CMM 2.4.2 (Basic) as a new CISO Assistant framework library — a capability maturity model used to self-assess a Security Operations Center (SOC) across 5 domains: Business, People, Process, Technology, Services.
Source: official SOC-CMM self-assessment tool by Rob van Os (soc-cmm.com), licensed CC BY-SA 4.0
Generated using the project's existing tools/convert_library_v2.py tooling rather than a hand-written YAML, following the same approach as other libraries in this repo (e.g. soc2-2017.yaml):
tools/excel/soc-cmm/build_soc_cmm_workbook.py builds a v2-format Excel workbook (library_meta, fwk_meta, fwk_content, scr_meta, scr_content) from the official SOC-CMM assessment source
tools/convert_library_v2.py converts that workbook into the final YAML library
Implementation notes
Each Detailed/Bool question from the source becomes an assessable requirement; Title entries become non-assessable container nodes; free-text "rationale" (Any) fields are excluded as they aren't real requirements
Per-question maturity guidance (1-5 scale, specific wording per question) is preserved in the requirement description, since CISO Assistant's scores_definition only supports one scale per framework, not per-requirement
The source data has a few numbering gaps (child entries without their own parent entry defined); the generator synthesizes empty container nodes to keep the depth sequence contiguous, as required by convert_library_v2.py's depth-based tree inference
Known limitations
SOC-CMM's actual weighted scoring engine (criticality × occurrence/completeness, from the source Excel's internal score matrices) is not reproduced — only the generic 0-5 maturity scale is used. Happy to revisit this if CISO Assistant supports per-requirement weighting, as mentioned in review.
"Capability levels" (a separate 0-3 scale for the Technology/Services domains only) are not modeled
Maturity guidance text is only in English; the French translation covers question titles only
Files added
backend/library/libraries/soc-cmm-2.4.2-basic.yaml — the library
YAML validated with yaml.safe_load (no parse errors)
1025 requirement nodes, no depth gaps > 1, no duplicate ref_id
Spot-checked: Business domain has full 1-5 guidance, Technology domain has no guidance (matches source, which has none for that domain)
[x]tested via actual import into a running CISO Assistant instance — happy to do this

New Features
Added the SOC-CMM 2.4.2 “Basic Self-Assessment” library, with English and French descriptions, maturity levels, and assessment requirements covering business, people, process, technology, and services.
Added support for generating a CISO Assistant v2 Excel workbook from the SOC-CMM scheme. The workbook includes framework content, available assessment guidance, and a five-level maturity score definition.

Skipping "Any"-type entries as ancestors can break the depth-contiguity guarantee the docstring relies on.
emit_leaf returns without appending a row when control_type == "Any" (lines 187-190), but still marks the key as emitted. ensure_ancestors_and_emit (208-219) calls emit_leaf on every ancestor in the chain, including intermediate ones. If a control_schemas entry that is itself type "Any" ever sits between an aspect and a deeper assessable descendant, that ancestor's row is entirely dropped (no synthesized placeholder), causing a depth jump (e.g. depth 2 straight to depth 4) for the descendant — exactly the scenario the module's own docstring (lines 156-162) says must be avoided for depth-based tree inference in convert_library_v2.py.
This likely doesn't manifest in the current 2.4.2 dataset (rationale/comment fields are typically leaves, and the PR notes hierarchy checks passed), but the code has no guard against it, so a future regeneration with a different scheme layout could silently corrupt the tree.
♻️ Suggested defensive fix
control_type = meta["control_type"]
if control_type == "Any":
- emitted.add(key)- return # excluded: free-text rationale/comment field, not a requirement+ # Excluded as a *leaf* requirement, but if this key is an ancestor of+ # another emitted key, still emit an empty container row to preserve+ # depth contiguity.+ pass
And only truly skip appending a row when key is the leaf actually being requested (not when acting as an ancestor placeholder), or assert no "Any" entry has children during build_rows.

Hi Mr @eric-intuitem , thanks for pointing this out — just pushed a fix addressing both new findings:
guidance rows are now accepted even when openpyxl returns the level as a float (e.g. 1.0) instead of int
the 5 top-level domain nodes (Business/People/Process/Technology/Services) now have an explicit French name; the source scheme doesn't provide translated domain names, so it falls back to the English label rather than being left blank
I also took the opportunity to fix the two "Major" findings from the first review pass (synthesized placeholder nodes now get a visible fallback name, and the French description now includes the maturity guidance text too, not just the title).

Hi @Qnadia, thanks a lot for this contribution! We pushed a commit to your branch to get it ready to merge:
Positioning: renamed to "SOC-CMM 2.4.2 - Basic Self-Assessment (manual scoring)". The description now says that scores are set by the assessor and are not the SOC-CMM tool's computed results. Credits name Rob van Os and the SOC-CMM® trademark.
Scale: the generic CMMI labels (0-5) are replaced by levels 1-5, each matching that level of the question's own guidance, as in the official workbook.
CodeRabbit findings:
Line endings are now LF.
Process.2.4.2.x is renumbered, keeping the original URNs so existing answers survive the upgrade.
The 7 placeholder titles are replaced by the real sub-aspect titles.
The Services 3.12-3.15 guidance had shifted by one question and is now realigned with the workbook.
Section headings: headings like "Reports" or "Documentation" (Process 2/3, Technology x.1-6) were assessable and some had picked up the guidance of their first question. They are now plain headings.
Library version bumped to 2.
We're also adding a second variant in #5210: a questionnaire version that reproduces the workbook's maturity and capability results (scoping, "Not required", unanswered questions), checked against the official Excel. The two can coexist: yours for a quick manual self-assessment, the other for results that match the workbook. A follow-up we'd love your help with is the Advanced variant, with per-question importance. Let us know if you're interested!
