What & why

Follow-up to #5039 (cc @ab-smith).

#5039 was merged with the restructured library, in which the 384 measures that have elementary requirements became non-assessable headings. That is the right shape for an SZTFH audit, but it no longer gives the planned behaviour of a 7/2024. (VI. 24.) MK rendelet catalogue: the measures themselves cannot be assessed any more, and the library's name and URN no longer match its content. This PR restores the planned layout by splitting the content into three libraries, so each can be used on its own.

  • hu-7-2024-mk-rendelet – 7/2024. (VI. 24.) MK rendelet – Védelmi intézkedések katalógusa (NIS2): annex 2, 19 families and 914 measures, every measure assessable, 7 implementation groups (A-SZ, A-EIR, J-SZ, J-EIR, M-SZ, M-EIR, KIEG), the 1/2025. (I. 31.) SZTFH rendelet annex 6 audit metadata kept in the annotations. Provider MK.
  • hu-1-2025-sztfh-rendelet-elemi-kovetelmenyek – 1/2025. (I. 31.) SZTFH rendelet – Elemi követelmények (NIS2 audit): the library merged in feat(lib): add Hungarian NIS2 framework (7/2024 MK rendelet) with SZTFH audit requirements #5039 under a new name and URN with unchanged content: the same tree with the 2,148 elementary requirements of annex 7 as the assessable level under 384 measures (3,081 nodes, 2,678 assessable), the same 7 groups, node ref_ids unchanged. Provider MK / SZTFH.
  • hu-7-2024-mk-rendelet-fenyegetesek – 7/2024. (VI. 24.) MK rendelet – Fenyegetéskatalógus: the 47 threats of annex 3 as a separate library, threat URNs unchanged, usable with either framework.

Files: the sources move to a country folder, tools/excel/hungary/ (three workbooks and one bilingual README for the family, as in netherlands/ and canada/), the three YAMLs sit under backend/library/libraries/, and the community contributions list of the root README gets entries 39–41. The former tools/excel/hu-7-2024-mk-rendelet/ folder is removed. A mapping between the two frameworks is planned as a separate PR.

Compatibility note: backend/library/libraries/hu-7-2024-mk-rendelet.yaml keeps its URN (urn:aafeher:risk:library:hu-7-2024-mk-rendelet) and version 1 but now holds the measures catalogue. #5039 is not in a release yet (the latest is v4.1.1 of 2026-10-09). An instance that already loaded the merged library keeps it unchanged and does not pick up the new content, and it cannot load the threat library (same threat URNs) until that library is unloaded. If you would rather have a new URN for the measures catalogue, tell me and I will change it.

Test plan

  • tools/check_library_v2.py reports no warning for the three workbooks; tools/convert_library_v2.py reproduces the committed YAMLs.
  • Loaded into a clean CISO Assistant 4.1.1 instance (docker compose) through the REST API, 148 checks: the three libraries load (the threat library also alone), a repeated upload is rejected as already loaded; node counts 933 / 914 assessable and 3,081 / 2,678 assessable; families, measures and annotations identical between the two frameworks; measure 6.27 assessable in both.
  • Audits per implementation-group selection give exactly the expected counts: SZTFH library A-SZ 717, A-EIR 683, J-SZ 815, J-EIR 1,065, M-SZ 896, M-EIR 1,253, KIEG 529, M-SZ+M-EIR 2,149, A-EIR+M-SZ 1,579, no selection 2,678; measures catalogue 82, 82, 108, 194, 132, 253, 529, 385, 214 and 914. The audit tree shows the selected nodes with their ancestors.
  • An audit created with another audit as baseline receives its results and observations; the 47 threats (ref_id 1–47) can be attached to a risk scenario.

Summary by CodeRabbit

Summary by CodeRabbit

  • New Features
    • Added a Hungarian threat catalogue for the 7/2024 MK decree, listing 47 threats and the confidentiality, integrity, or availability principles they may affect.
    • The Community contributions list now presents the Hungarian audit requirements, threat catalogue, and protective measures catalogue as separate entries.
  • Documentation
    • Added a bilingual overview of the Hungarian NIS2 libraries, covering catalogue contents, audit guidance, sources, exclusions, and verification results.

…nts and split threat catalogue

After the restructuring to elementary-level assessment, the library is
the view of the SZTFH cybersecurity audit, so it becomes
hu-1-2025-sztfh-rendelet-elemi-kovetelmenyek (requirement nodes and
groups unchanged, only the URN prefix differs). The 47 threats of annex 3
of 7/2024. (VI. 24.) MK rendelet move to their own library,
hu-7-2024-mk-rendelet-fenyegetesek, with unchanged threat URNs, so they
can serve both this framework and the planned measure-level
hu-7-2024-mk-rendelet. Sources move to tools/excel/hungary/ with one
bilingual README for the family; root README entries 39 and 40 updated.
…K rendelet)

Measure-level library hu-7-2024-mk-rendelet: the 914 protective measures
of annex 2 of 7/2024. (VI. 24.) MK rendelet under the 19 families, all
assessable, without the elementary requirements, with the same 7
implementation groups and annotations as the SZTFH elementary-requirements
library (same ref_ids, different URN prefix). Documented in
tools/excel/hungary/README.md; root README entry 41.
The three libraries were loaded into CISO Assistant 4.1.1 on 2026-10-15 and the per-group audit counts, the baseline copy and the threat catalogue were verified.

Hello @aafeher ,
we haven't released this yet, so we can still change our mind about it. The thing is that I'm not sure I understand how you are used to assess this framework, because the previous restructuring basically meant that the compliance of the measure is based on the children nodes.
Can you maybe share some insights about how you manage this framework typically?
Regards

Hello @ab-smith,

thanks for asking, here’s the summary.

The original idea (#5039). It was one library with two assessable levels. The 914 protective measures of decree 7/2024 MK formed the base level, and the 2,148 elementary requirements of decree 1/2025 SZTFH were an optional third level, enabled through separate implementation groups (AE-SZ … ME-EIR). You were right that this doesn’t work well: with both levels enabled, a measure and its elementary requirements both count in the score, and the two levels can hold contradicting results.

The issue with the restructure. Your fix (measures as non-assessable headings, elementary requirements inheriting their groups) is exactly right for an SZTFH audit, and I’ve kept it unchanged. But it removed measure-level assessment completely, while the library still carried the name of decree 7/2024. Entities have to comply with decree 7/2024, and there the unit of compliance is the protective measure.

How the framework is used in practice. There are two distinct jobs:

  1. Ongoing compliance, done by the entity itself. Entities manage the measures of their security class (Alap 164, Jelentős 302, Magas 385). They map applied controls, policies and owners to those measures and run gap analyses against them. The elementary level isn’t needed for this and would be far too granular (for example 1,400 elementary requirements instead of 164 measures at the Alap class).
  2. The audit, by an SZTFH-registered auditor. The auditor checks the elementary requirements of annex 7 of the SZTFH decree. For audit preparation and for supporting the auditor, the elementary view is the useful one, exactly as you restructured it.

Current state (#5076). Three libraries, each with a single assessable level, so nothing is counted twice:

  • hu-7-2024-mk-rendelet: the 914 measures, all assessable, with the same 7 groups. This is for ongoing compliance.
  • hu-1-2025-sztfh-rendelet-elemi-kovetelmenyek: your restructured feat(lib): add Hungarian NIS2 framework (7/2024 MK rendelet) with SZTFH audit requirements #5039 content, unchanged, under a new name. This is for audit preparation.
  • hu-7-2024-mk-rendelet-fenyegetesek: the 47 threats as a standalone library, since they belong to both frameworks and threat URNs are unique.

This follows the same pattern as anssi-guide-hygiene / anssi-guide-hygiene-detail. As a next step I plan an A↔B mapping (each measure → its elementary requirements as superset, with the reverse subset set generated by the converter), so that a measure-level audit used as a baseline pre-fills an elementary-level audit, and vice versa.

As the release hasn’t shipped, reusing the hu-7-2024-mk-rendelet URN affects no one. If you’d still prefer a new URN, I’ll change it.

Hi @aafeher,

Thanks for explaining, that clears it up. Using the measures for ongoing compliance and the elementary requirements for the SZTFH audit is a good split, and it fits how we already ship anssi-guide-hygiene and -detail. Let's go with the three libraries.

Keeping the hu-7-2024-mk-rendelet URN is fine too, since #5039 hasn't been released yet. We'll make sure this PR is merged before the next release.

Two small things:

  1. README, threat catalogue section (Hungarian and English): CodeRabbit is right here. A threat can be used by other libraries through dependencies, so a unique URN doesn't stop that. Also, neither framework links to the threats at the moment, so I'd simply call it a standalone catalogue of annex 3 that either framework can use. Could you reword both paragraphs?
  2. For the planned mapping PR, so it doesn't catch you out later: our mapping engine copies results across for equal/superset, but caps subset/intersect at "partially compliant". Going from measure to elementary works well. In the other direction, a measure whose elementary requirements are all compliant would still only come out as partially compliant. So "and vice versa" won't quite work as you expect. It's worth either documenting this or we can talk through options when you get there.

Once the README is fixed, we're good to merge. Thanks again for the careful work on this, the data checked out against the official texts very well.

…2 README

The catalogue is a standalone library of the annex 3 threats that either framework can use; a unique threat URN does not prevent reuse through library dependencies.

Hello @ab-smith, thanks. Both paragraphs are reworded: the catalogue is now described as a standalone annex 3 catalogue usable by either framework, without the URN claim. Noted on the mapping engine; I will document the measure to elementary direction only and drop "vice versa", and come back to you about the options for the reverse direction when the mapping PR is ready. From my side the PR is ready to merge.
