Framework authors can mark a requirement as needing evidence, and an assignment cannot be submitted while a visible flagged requirement has no file or link attached.
Respondents see the obligation before submitting, and the respondent page header now follows the table-mode layout.
About 1,400 of the ~2,300 changed lines are reindentation of the respondent page.
Test plan
Flagged a requirement, submitted without evidence: refused and named in the recap; attached a file or a link, the submission went through.
A flagged requirement hidden by a visibility condition did not block the submission.
Respondent page: table-of-contents toggle, reviewer note popover, and the back link returning to the page the visit came from.
Summary by CodeRabbit
New Features
Framework authors can require evidence for specific assessable requirements.
Respondents can see which requirements require evidence and whether usable evidence is present. Submission is blocked when a visible, in-scope requirement lacks a file or link in its latest revision, and the submission prompt identifies requirements with missing evidence.
Assessment pages show evidence indicators and assignment status, provide expandable reviewer notes, and include updated navigation.
Framework editors warn when respondents cannot edit evidence required for submission.
Documentation
Updated framework authoring and assignment guides to explain mandatory evidence and submission checks.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.

Walkthrough
Framework authors can mark assessable requirements as requiring evidence. Assignment submission checks visible requirements for usable evidence and reports missing requirements. The respondent assessment interface displays evidence status and submission messaging.

Adds the evidence_required field and carries it through library imports, conversion, editor documents, and builder state. Tests cover import updates and editor round trips. Documentation describes the authoring field and its effect.
Adds a builder checkbox for assessable nodes. Framework responses indicate whether any assessable requirement requires evidence. The visibility editor warns when respondents cannot edit evidence.
Submission transitions check visible, assigned, assessable requirements for current evidence with a file or link. The requirements response includes has_usable_evidence. Tests cover missing and present evidence, hidden and out-of-scope requirements, and superseded revisions.
Adds missing-evidence submission messaging and evidence status indicators. The assessment page also changes its header, navigation, table of contents, and content layout.
A narrow concurrent attachment-deletion window can bypass the evidence check, but does not create a state unavailable through deletion after submission. Merge risk is low, with synchronization appropriate for a bounded follow-up. Incomplete submission is not a new regression.

Full details: Title check
Explanation
The title "feat: require evidence in questionnaire" follows Conventional Commits and names the main change. The changeset adds an evidence_required flag on requirement nodes and blocks assignment submission when a visible, assessable flagged requirement has no file or link. The title does not mention the respondent page layout rework, which is a secondary part of the change.
Full details: Description check
Explanation
The description follows the template. The 'What & why' section explains the evidence gate and the respondent page header change. The test plan lists three manual checks, but none is ticked. The description omits the 'Closes #' issue link. The checklist items for backend lint, migrations, frontend lint and format, product docs, and tests are not addressed. The raw summary shows a migration, backend tests, and product-docs changes, so the checklist should be updated to match.
Resolution
Optional: link the related issue in place of 'Closes #'. Tick the completed checklist items, or note which ones do not apply. Tick the test plan items that were run, or state that they were not run. Attach screenshots for the respondent page layout change if they are not already attached.

@coderabbitai Both points restate review comments that were already answered, and both are design decisions.
"Incorrectly shown as missing evidence" assumes evidence reached through an applied control satisfies the obligation. This PR scopes it to RequirementAssessment.evidences. The evidence_coverage endpoint you compare against is a dashboard metric with no usable-revision filter, so it counts empty shells this gate rejects.
Reopening a closed assignment as submitted is reviewer-only routing, not a submission.
Please re-evaluate the rating against that, and say so if you have an argument the replies do not cover.

@Mohamed-Hacene You’re right. I checked backend/core/views.py and the earlier replies. The merge-risk summary repeated findings that I had already withdrawn.
Evidence scope: The submission gate and has_usable_evidence both check evidence linked directly through RequirementAssessment.evidences, with the same usable-revision filter. evidence_coverage counts direct and indirect evidence without that filter. It is not the submission contract.
Reopening:closed → submitted is a reviewer-only transition. The evidence check applies to respondent submissions from in_progress and changes_requested. Reopening does not represent a new respondent submission.
I withdraw the reopening finding as well. Neither design decision supports a merge blocker. My instruction to “resolve these gaps before merging” was incorrect.
Revised assessment: Low merge risk for the concerns discussed here, rather than Moderate. I have no additional argument that your replies do not cover. This is a corrected assessment, not confirmation that the published rating has changed. I inspected the code but did not run tests.

Learning: Repo preference: In backend/core/views.py, analytics endpoints under ComplianceAssessmentViewSet intentionally do not IAM-filter related objects for controls/evidence (controls_coverage, evidence_coverage) to keep aggregates unbiased and consistent across users; only aggregate metrics are returned (no IDs/names). The exceptions_summary endpoint remains IAM-filtered for object-level details before listing exceptions.

backend/core/views.py:20599-20609 🗄️ Data Integrity & Integration | 🟡 Minor | ⚖️ Poor tradeoff
Serialize the evidence check with the attachment delete.
set_status reads usable evidence (backend/core/views.py:20599-20601) and then saves the new status (backend/core/views.py:20620-20621). It uses no transaction and no row lock. delete_attachment (backend/core/views.py:12089-12100) removes the file and clears the revision without a lock or a status check. If a delete commits between the read and the save, the assignment can move to submitted with no usable evidence for a required requirement. Removal after submission is already allowed, so this is a narrow timing gap. It does not create a new reachable state.
Wrapping the check and the save in transaction.atomic(), with select_for_update() on the EvidenceRevision rows that _ra_ids_with_usable_evidence reads, closes only the database side of the gap. Django's FieldFile.delete() removes the file from storage before it saves the row. A lock taken only in set_status therefore does not stop the file removal. delete_attachment must also take the same revision row lock inside a transaction before it calls attachment.delete(). Check the locking query shape before applying this. The helper filters across joined tables, and the lock scope is not verified.

Review comment at @backend/core/views.py around lines 20599 - 20609:
Serialize the evidence check and status save in set_status with attachment
deletion: perform them in a transaction and lock the relevant EvidenceRevision
rows read by _ra_ids_with_usable_evidence. Update delete_attachment to acquire
the same revision-row lock in a transaction before calling attachment.delete(),
so storage deletion cannot occur before the lock is held; verify the locking
query’s scope across joined tables.
Add a nested evidence_required=True case to the response tests.
The two changed expectations copy RequirementNode.objects.all()[0].evidence_required from the database into the expected requirement payload. The imported framework does not set this flag, so both expectations are false. A serializer that always returned false would still pass both tests. No changed test sets the flag to true and checks the nested value. The serializer behavior is correct today, so this is a test coverage gap, not a production defect.
Suggested direction
Create or update a RequirementNode in the test setup with evidence_required=True before the request. Then assert "evidence_required": True in the nested requirement payload. The existing backend/core/tests/test_requirement_assignment_evidence_required.py already creates flagged nodes for the submission gate, so that setup can be reused.

@Mohamed-Hacene Agreed. The finding already identifies word_report scoping as a pre-existing defect. It should remain a separate follow-up, not a required change for #5181.
The separate PR should scope both the report tree and gen_audit_context to the respondent’s assigned requirements. A regression test should confirm that the report excludes requirements assigned only to another respondent.
Would you like me to open a GitHub issue to track that follow-up?
