feat(lib): OWASP Top 10 Web (2025) + fix(lib): Update OWASP Top 10 Web (2021) - #5192
As discussed with the team, Ref. IDs of threats have been modified in order to add :2021 at the end, which allows us to differentiate between the 2021 version and the 2025 version, and also keep the previous library version.
Translations
Every translations come from the official repo, except for French in the 2025 version.
Excel's TRANSLATE function has been used to do the French translation.
Note: French version has been added for both the 2021 and 2025 versions.
Misc
Added scrpits to create the OWASP Top 10 Web libraries.

Summary by CodeRabbit
New Features
Added a command-line workflow to create OWASP Top 10 framework files from published releases, with Excel export and optional YAML conversion.
Supports multiple languages, with English content used when translated pages are missing or incomplete. The workflow defaults to the 2025 release and supports 2021.
Documentation
Added setup and usage guidance, including language handling and export details.
Changes
Removed the existing OWASP Top 10 Web 2021 library from the available library files.

Walkthrough
Adds a CLI pipeline that parses OWASP Top 10 releases into localized JSON, builds an Excel workbook, and optionally converts it to YAML. The change also removes the existing OWASP Top 10 Web YAML library and adds tool documentation and dependencies.
Changes: OWASP Top 10 Framework Builder
Layer / File(s)
Summary
Parse releases into normalized JSON tools/excel/owasp/tools/owasp_top10_export_json.py
The exporter parses release pages and library metadata, selects locale sources, applies English fallbacks to incomplete translations, and writes normalized JSON.
Build the Excel workbook tools/excel/owasp/tools/owasp_top10_build_excel.py
The workbook builder validates JSON roots and locale ordering, creates library and threat worksheets, and reports export statistics.
Run and document the builder pipeline tools/excel/owasp/tools/owasp_top10_framework_builder.py, tools/excel/owasp/tools/README.md, tools/excel/owasp/tools/.gitignore, tools/excel/owasp/tools/requirements.txt, backend/library/libraries/owasp-top-10-web.yaml
The pipeline obtains or uses an OWASP source repository, runs the JSON and Excel tools, and optionally converts the workbook to YAML. The README documents usage and output behavior, the requirements add the tool dependencies, and the existing YAML library is deleted.

The catalog-building workflow can fail on an unsupported upstream language or in an environment installed from the tool’s requirements; an interrupted download can also block the next run until the ZIP is refreshed. Resolve these before relying on the builder.

Full details: Title check
Explanation
The title uses Conventional Commits format with a scope and describes two library changes: adding OWASP Top 10 Web (2025) and updating OWASP Top 10 Web (2021). However, the raw summary shows the changeset deletes backend/library/libraries/owasp-top-10-web.yaml and adds only tools/excel/owasp scripts, README, requirements, and .gitignore. The changeset does not show any new 2025 library file or an updated 2021 library file. The title therefore describes library additions and updates that are not visible in the summarized changes, so it is misleading relative to the changeset.
Resolution
Align the title with the actual changeset. Either add the library YAML files for 2025 and 2021 to the diff, or retitle the PR to match the tooling changes, for example: feat(tools): add OWASP Top 10 Excel framework builder. Confirm that the deleted backend/library/libraries/owasp-top-10-web.yaml is intended before merge.
Full details: Docstring Coverage
Explanation
Docstring coverage is 20.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 45 functions across 3 files. (3 skipped: 3 unsupported.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.
Full details: Description check
Explanation
The description states what is added: the OWASP Top 10 Web (2025) catalog, an update to the 2021 catalog with :2021 ID suffixes, French translations, and helper scripts. It also says the library changes were built via the tools/ script. It does not fill in the template's "What & why" section with a rationale, leaves the "Closes #" issue link empty, and has no test plan. It also omits the Conventional Commits title check and the backend/frontend checkboxes, though those are mostly not applicable here. The core content is present, but the missing test plan and empty issue link leave the description incomplete.
Resolution
Add a test plan that states how the catalogs and the Excel/YAML output were verified, such as the commands run and checks made against the generated libraries. Add the issue link under "What & why", or delete the "Closes #" line if there is no issue. Add a short rationale for the 2021 ID suffix change and the 2025 catalog addition. Confirm the PR title follows Conventional Commits, and tick or remove the remaining checklist items. Note that the raw summary shows the 2021 library YAML was deleted, which the description does not mention; explain that change and why it is needed.

- Around line 733-739: Update the locale-skipping logic in the export loop to
check whether output_locale exists in LOCALIZED_TEXT; if not, record the locale
in skipped with a reason and continue before extraction. Preserve the existing
MIN_CATEGORY_PAGES check for locales with generated-text translations.
Review comments at @tools/excel/owasp/tools/owasp_top10_framework_builder.py:
- Around line 66-88: Update the ZIP download flow around output_path to write to
a temporary partial file and rename it to output_path only after the download
completes; ensure failed or interrupted downloads cannot leave a file that the
next run treats as complete. Add a *.part ignore pattern to the existing ignore
configuration.
- Around line 28-30: Update the OWASP framework builder to import
convert_library_v2’s create_library as convert_excel_to_yaml only in the YAML
conversion branch, after the args.skip_yaml check, so skipping YAML does not
load the converter. Declare PyYAML in the builder’s requirements so YAML builds
have the dependency they need.
