`ubuntu-latest` moves to Ubuntu 26.04 in November 2026 (actions/runner-images#14748). The release path changes its image only through a reviewed pull request; ubuntu-24.04 is GA and remains supported (GitHub keeps two GA Ubuntu images; 22.04 is the one being retired).
