What does this PR do?

将 PR 和发布流程中的两处 L4 runner 从 macos-15 改为 macos-latest，同步更新相关文档与注释。

Why?

让 L4 测试跟随 GitHub 当前的 macOS 镜像，与项目其余 macOS CI 任务保持一致。

Testing

• git diff --check 通过；确认两处 L4 runner 均为 macos-latest，全仓无 macos-15 引用。
• go vet ./...：本地依赖下载因网络 EOF 失败，未完成；后续 go test ./internal/... 未执行。
• Relevant tests added or updated：仅 runner 标签、文档与注释调整，无新增测试。
• Tested locally：未在本机执行具有破坏性的 L4 测试，等待本 PR 的 GitHub Actions 验证。

Cross-repo checklist

• Does this need a docs/content update in openboot.dev? 不需要。
• Does this change the CLI ↔ server API contract? 不涉及。

Notes for reviewer

macos-latest 当前对应 macOS 26，之后随 GitHub 更新。重点观察 vm-e2e 在新镜像上的结果。需要回滚时，将两处 runner 改回 macos-15。
