Clarifies why the “Fix debouncing” solution uses useRef. A component-local variable works while the component does not re-render, but each re-render creates a new local variable. The added explanation shows why retaining the previous timeout ID matters.

Fixes #7697.

Validation:

  • Verified parent-triggered re-renders with React DOM and controlled timers.
  • Reviewed the expanded solution in Chrome before the final wording adjustment.
  • Reran yarn check-all, yarn lint-heading-ids, and git diff --check after the adjustment.
  • Confirmed the diff contains only the explanatory paragraph and its separating blank line.
