feat(config): New command line arguments parser - #130
New command line arguments parser, to replace ArgParser and ArgResults of the args package. Implemented from scratch to enable full control of the command line parsing, prepare for flexible commands and options definitions, flexible usage text implementations, and much improved command line completion support, which will be provided in upcoming PRs.
This change is backwards compatible, and prerequisite for an upcoming replacement of CommandRunner and Command of the args package.

Walkthrough
The config package adds a scanner and command parser, integrates parsed arguments into configuration resolution, and expands parser validation. Workspace constraints and CI versions move to Dart 3.9 and Melos 7. Existing code and tests receive formatting updates.
Changes: Config argument parsing
Layer / File(s)
Summary
Scanner and command parser packages/config/lib/src/config/arg_parser/*, packages/config/test/config/arg_parser/*
Adds token scanning, command definitions, option and command parsing, persistent-option handling, pass-through parsing, definition validation, and extensive tests.
Adds the ParsedArgs abstraction, legacy parser bridging, new parser resolution, duplicate-claim validation, and formatted parse errors. Tests update configuration and compatibility expectations.
Workspace and package configuration .github/workflows/ci.yml, pubspec.yaml, packages/*/pubspec.yaml, melos.yaml
Raises SDK constraints to Dart 3.9, updates CI to Dart 3.9 and 3.13, raises the Melos constraint to 7.0, adds characters to config, and removes melos.yaml.

handling separate and preserve its existing behavior unless backwards
