Classify PR risk incrementally with Haiku and request human review - #11
CodeRabbit already handles code reviews. The shared workflow now uses Anthropic Haiku 5.5 for repository-specific risk labels and requests a human review when change: needs review is added.
Classify the eight critical apps separately from non-critical repositories, with specific rules for infrastructure and boardroom. Consider concrete impact, reversibility, and automatic versus human-started actions; package upgrades and ordinary deployments stay routine.
Reassess new commits using only changes since the last successful assessment. Save outstanding review reasons in Actions artifacts so routine follow-ups do not erase earlier risks. Use the full PR when no usable assessment exists.
Post a reason only when the label is first applied or changes. Unchanged labels produce no comments or repeated review requests. Preserve concurrent manual label changes and discard stale assessments; invalid model output leaves labels and saved history unchanged.
Request Alex (Maimunar) for Adriaan and the configured agent accounts, and Adriaan (adriaandotcom) for Alex. Support manual needs-review labels and request review directly after automated labeling. Existing branch protection remains unchanged.
Remove full Claude code reviews and the reusable @claude workflow, and add a caller workflow for this repository. Consumers need ready_for_review and labeled events alongside opened, reopened, and synchronize for all supported triggers.
Changes the criteria and automatic reviewer routing used for the SOC 2 change-management labels.
Claude is limited to read-only git and file tools. The workflow applies labels, comments, and review requests, and uses actions: read to retrieve previous assessments.
Removes the write-capable Claude review and mention workflows and their cross-repository token requirement.
Testing
Local: all 37 policy tests pass; Node syntax check, actionlint, Prettier, and git diff --check pass.
Local comparison checks cover the initial merge base, incremental commits, and removals after a force push.
Remote CI: run 40908226329 is blocked on commit f950f74617af65d87e4bbb925356f7884555dae1: this repository does not have access to the required ANTHROPIC_API_KEY secret. The classifier has not run remotely. GitHub's prompt expression-length error was fixed, with a regression check added; the expanded prompt is unchanged.
CodeRabbit now reviews pull requests, so the shared workflow only asks
Claude Sonnet 5.5 for the SDLC risk label on unlabeled pull requests.
The labels follow the release risk levels of the Software Release and
Deployment Procedure. Removes the shared @claude workflow.
Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
The shared pull-request workflow replaces Claude code review with SDLC risk classification. It skips classification when an SDLC label already exists and passes structured output to template enforcement. The workflow also handles label changes and human-review requests. The reusable Claude workflow and cross-PR review tests are removed.

Summary
Define classification rules and entry conditions .github/workflows/pull-request.yml, .github/workflows/pull-request-checks.yml, test/pull-request-policy.test.mjs
The workflow updates classification inputs and label descriptions, detects an existing SDLC label, and gates checkout and classification. A new workflow invokes the shared workflow for pull-request events. Tests cover classification criteria and trigger conditions.
Classify changes and pass structured output .github/workflows/pull-request.yml, test/pull-request-policy.test.mjs, README.md
Claude returns a structured SDLC label and reason, with an optional issue draft. Template enforcement and issue-draft parsing use the structured output. Tests and README describe classification and label handling.
Route eligible changes for human review .github/workflows/pull-request.yml, test/pull-request-policy.test.mjs
Eligible needs-review changes can request a mapped reviewer. Tests cover reviewer eligibility, duplicate prevention, review status, and failed requests.
Remove the shared Claude review flow .github/workflows/claude.yml, test/cross-pr-review-deduplication.test.mjs
The reusable Claude workflow and cross-PR review deduplication tests are deleted.

Merge Risk: High · up to 58f4b
As written, GitHub rejects the shared pull-request workflow because its classifier prompt is too long, so no PRs would get risk labels or review requests. This matters most for the consuming repositories that depend on this workflow. Once that is fixed, two problems remain. A manually applied "needs review" label can be dropped when a draft becomes ready, and needs-review PRs can end up with no reviewer requested. Shrink the prompt and fix the review-request flow before merging.
Security architecture risk: Moderate · up to 58f4b
The change affects how security-sensitive changes reach human reviewers. A failed update can leave a review-required change without its intended review request, while the new automatic integration receives broader access to secrets than necessary. Existing merge protections remain unchanged.
Retained concerns
Low · security · observed: The new automatic caller forwards all caller-available secrets although the reusable workflow declares only ANTHROPIC_API_KEY. This introduces an unnecessarily broad local credential boundary. Existing external inheritance examples predate the PR, and current source does not demonstrate disclosure of the additional secrets.
Medium · reliability · inferred: Label application precedes the reason, saved assessment and human-review request. Failure or interruption after applying needs-review can leave escalation incomplete. A subsequent ordinary run sees an unchanged label and disables the request rather than reconciling the missing reviewer. Failures remain visible, but recovery requires intervention; this weakens notification of security-sensitive changes without itself bypassing branch protection.
Low · architecture · inferred: The documented external caller subscribes only to opened, reopened and synchronize. Consumers adopting that configuration will not invoke the new manual needs-review or ready-for-review paths, so human escalation or initial assessment can be missed until another supported event occurs. The new local caller includes both events; actual external configurations remain unverified.
Security review details
Security Blast Radius
inferred — The demonstrated credential boundary is the new local caller's available secret set. The shared job declares repository-content and Actions read access plus pull-request and issue write access. Adoption can propagate the behavior to consumer repositories, but organization-wide credential exposure or compromise is not established.
Security Findings and Attack Paths
observed — The retained Security finding identifies excessive secret inheritance at the new caller. Head source explicitly passes only ANTHROPIC_API_KEY to the classifier action; it does not show additional inherited secrets being exported or exfiltrated. The finding is therefore bounded to unnecessary secret authority.
Trust Boundaries and Controls
observed — PR-controlled repository content is checked out at the event head SHA and supplied as classification data. The prompt marks repository content and previous assessments as untrusted, while a schema and fixed finalizer constrain output shape before privileged mutation. These controls do not independently establish the third-party action's internal sandbox or credential isolation.
Resilience and Maintainability Implications
inferred — Reviewer deduplication checks pending requests and current-head decisions once the request step runs. It cannot recover a missing escalation when the preceding unchanged-label gate prevents that step from running. Visible workflow failure is useful counterevidence, but is not durable recovery of the human-review notification.
Hardening Proposals
proposed — Map only ANTHROPIC_API_KEY at the caller boundary instead of inheriting the complete available secret set.
proposed — Track incomplete human-review escalation independently of label changes and reconcile it on retries, using the existing reviewer checks to avoid duplicate requests. Align the published caller configuration with the required labeled and ready-for-review events.

Explanation
Issue #971 requires three coding outcomes. All three are supported at head 58f4bf4.
Stop duplicate Claude review work: .github/workflows/claude.yml is deleted. The full Claude review and @claude mention paths are removed. pull-request.yml now runs only SDLC risk classification. pull-request-checks.yml is the only caller.
Keep SDLC risk labels: pull-request-checks.yml runs on opened, reopened, synchronize, ready_for_review, and labeled. The sdlc-label job keeps an existing change: label and classifies only when it is needed. The visible workflow code does not remove labels.
Align labels with the SOC 2 levels: the classification prompt in pull-request.yml maps Routine Change and Review Required Change to change: routine. It maps Significant Change and Emergency Change to change: needs review. The prompt also adds the critical-app triggers and the non-critical scope. The claude_model default is claude-haiku-5-5, which matches the PR description. The AI-generated summary says claude-sonnet-5-5. That text does not match the head file, so this assessment does not rely on it.
Unresolved uncertainty: my read of pull-request.yml stopped inside the prompt. The finalization, reviewer-routing, and label-preservation steps were not read directly. This verdict relies on the policy tests and the previous assessment for those steps.
Full details: Out of Scope Changes check
Explanation
All changed files relate to #971. The changed files are .github/workflows/pull-request.yml, .github/workflows/pull-request-checks.yml, README.md, and test/pull-request-policy.test.mjs. The deletions are .github/workflows/claude.yml and test/cross-pr-review-deduplication.test.mjs. The deleted test covered the removed review-deduplication feature. No product or runtime code changed.
The PR adds behavior that #971 does not name explicitly. Examples are reviewer requests for Maimunar and adriaandotcom, artifact-based incremental reassessment, and comment deduplication. These changes connect to the issue. The procedure requires a human review for change: needs review, and the issue asks for labels that match that procedure. Incremental reassessment limits repeated classification cost, which the issue raises. The specific reviewer names are team configuration. This assessment does not treat them as unrelated work.

Handle ready_for_review for draft PRs.
The caller and sdlc-label job listen only for opened, reopened, and synchronize. A draft PR that becomes ready without another push can therefore remain unlabeled. The base workflow had the same gate. No downstream repository workflow blocks merging when the label is missing.

Document or support fork pull requests.
Under default GitHub pull_request permissions, fork runs do not receive ANTHROPIC_API_KEY, and GITHUB_TOKEN is read-only. The workflow has no fork guard or separately authorized path, and its label setup and finalization call write APIs. A fork PR can therefore fail before classification or fail to persist its label.
The routine fallback handles missing or invalid Claude output only when finalization runs. It does not recover from unavailable credentials or failed write operations. This limitation also existed in the base workflow, so it is not a new workflow regression. However, README.md now states that the workflow labels “every pull request.” Either add a separately authorized fork path or document and enforce that callers do not accept fork pull requests.
